
The news coincides with new fears that the devolved entities will be shut down because the Treasury has not given the counties the money they need.
The counties are owed Ksh94.35 billion as allocations for April, May, and June, according to Deputy President Rigathi Gachagua, who spoke after a meeting of the intergovernmental budget and economic council on Monday.
The Treasury would disburse the April allocation by the end of the week, and another Ksh31.4 billion for May by 19 June 2023, according to an agreement made at the meeting.
The Exchequer has already paid out Ksh305.25 billion to the 47 county governments out of the Ksh370 billion that is owed to them for the fiscal year ending 30 June 2023, he continued.
“The governors understand the financial pressure the administration is under because we expressed it to them. We have agreed with them that we will provide the April allocation by the end of the week and the May allocation by 19 June due to the challenging circumstances the government is in”. said the DP.
In addition, he added, the Treasury has promised to pay the June allocation, which is worth Ksh29.65 billion, before the current fiscal year ends.
“The National Treasury has given its commitment without guarantees to clear the June allocation before the financial year ends, but if that is not possible then the governors should bear with us,” he stated.
Njuguna Ndung’u, the secretary to the Treasury Cabinet, Margaret Nyakang’o, the controller of the budget, Anne Waiguru, the head of the Council of Governors, and several other governors were present at the meeting.
